Most roundups of AI recruiting tools are written by recruiting vendors ranking their own product first, and they’re pitched at talent teams with enterprise budgets. This one is for the person who does the hiring at a small company, or runs a one-person recruiting desk, on top of an actual job. We priced every tool against one workload: a single seat filling 8 roles a year, with roughly 150 applicants per role (about 1,200 in total), around 40 interviews, and outbound sourcing on 2 hard-to-fill roles. Those volumes are our assumptions, not industry data, so adjust them to fit your own year. We also added a column most lists leave out: whether the tool’s AI scores applicants. In 2026 that’s the feature that brings in bias audits, candidate notices and, more and more often, lawsuits.

LinkedIn Hiring Pro is LinkedIn’s AI hiring agent for small businesses that post jobs now and then. It drafts the job post and sorts incoming applicants. Since March 2026, LinkedIn has also been testing AI screening interviews: you can invite up to 40 applicants per job to an audio or video interview run by an AI. You pay only for promotion, so trying it costs nothing. The drawbacks: it works only with LinkedIn applicants, and an AI interview that evaluates applicants is exactly the kind of tool the new laws target. Illinois also has a separate law requiring consent before AI analyses a video interview.

Loxo

Loxo combines an agency ATS, a recruiting CRM and a sourcing database of more than 850 million profiles. Current pricing starts at $149 per user per month for Core, which includes natural-language AI search. The agentic features and the Loxo Source database require Professional at $199, which comes with 2,500 pooled credits per seat each month. Many 2025 roundups still say Loxo has a free plan and a $119 tier. Both have been retired, and both prices are billed annually up front. That’s a lot to pay for occasional hiring, but good value for a boutique agency that would otherwise pay for an ATS, a CRM and a data tool separately.

Verdict: A strong agency platform that no longer fits anyone hiring a few people a year.

Breezy HR

Breezy HR is still one of the easiest applicant trackers to learn. Its free Bootstrap plan covers one open position at a time, and the drag-and-drop pipeline makes sense on day one. None of its plans include AI by default. Breezy’s pricing page sells “Breezy Intelligence” (candidate evaluation, interaction summaries and resume audits) as a credit add-on starting at $30 per 100,000 credits, but it doesn’t say how many credits each action uses. That makes the AI cost impossible to predict before you buy. For our one-seat year, Startup on annual billing comes to $1,884 before any AI.

Juicebox

Juicebox (maker of PeopleGPT) lets you describe the person you want in plain English and returns a ranked shortlist from about 800 million profiles, so you don’t need Boolean search skills. Official pricing puts Starter at $99 per seat per month on annual billing with 500 contact credits a month. Autonomous sourcing agents cost another $199 each per month. Juicebox repriced every tier on July 21, 2026, so older comparisons quoting $139 are out of date. Reviewers complain about stale job titles and contact details, so check each profile before you reach out.

Verdict: Fast and easy to use, but check the data yourself, and Pin’s free plan is worth trying first.

TestGorilla

TestGorilla replaces the “gut feel from a CV” step with skills tests, and that’s the most defensible thing a small team can add to its hiring. The free plan includes one seat, five skills tests, resume scoring, custom questions and 10 credits a month. That’s enough for our 8-role year if you only test small shortlists. Core costs $1,704 a year and has no monthly option, and every paid tier requires an annual commitment. Its AI builds a test from your job description and scores video answers. That second feature scores applicants, so turn it on only after you’ve read the warning above.

Workable is the most complete option here: an ATS, careers page, job-board posting and, as of this month, four AI agents. On September 14, 2026 its Job Brief, Sourcing, Screening and Engagement agents became generally available on a credit model. Plans come with 3,000 credits. Screening an applicant uses 1 credit, sourcing a profile uses 2 and a completed candidate chat uses 10, and extra credits cost $0.095 to $0.12 each. In our model, 1,200 applicants use 1,200 credits, well inside the allowance. The base price is the hard part: $3,588 a year for companies with 1–20 employees, and the price goes up with each headcount band.

Pin is the sourcing tool to try first because its free plan keeps going with no time limit: one job, one AI agent, three searches a day and five contact lookups a week, which is enough to fill one hard role without paying. Solo ($99/mo, billed annually only) adds unlimited jobs, 500 lookups a month and outreach by email and other channels. That’s $1,188 a year, the same as Juicebox Starter, but Pin also handles outreach sequences and interview scheduling. Pin finds people who haven’t applied, which is outside the scope of NYC’s bias-audit rules. It’s still covered by general anti-discrimination law.

Verdict: The best-value sourcing tool of 2026, especially because the free plan is enough to test it on a real role.

Best for: founders and solo agency recruiters who hire by going out and finding people

Zoho Recruit

Zoho Recruit has the best free ATS here if you hire one role at a time: one active job, application tracking and a careers page, at $0. The AI, called Zia, costs extra. On Zoho’s plan table, AI candidate matching starts at Professional, which is $50 per recruiter per month on annual billing, or $600 a year in our model. What Zia does well is explain itself. Its match justification shows why a candidate matched a job, so a human can check the reasoning instead of just accepting a number. If you already use Zoho’s CRM or Books, the integration makes it the obvious choice.

The free tier covers 25 calls per user per month, and our 40-interview year uses less than a fifth of that allowance, so it costs $0. It’s high on this list because it removes the note-taking and write-ups after each interview without ranking anyone. The judgement stays with the interviewer. A general notetaker from our AI meeting assistants roundup can transcribe an interview, but it won’t structure the notes against your hiring criteria.

Verdict: The easiest free win on this list: better interview records with no AI scoring anyone. Just tell candidates you’re recording.

Manatal wins because it’s the cheapest way to get a real ATS with AI built in: resume parsing, profile enrichment, AI-written job descriptions and candidate recommendations for each job. Every one of those is included on the entry plan. Manatal’s own feature table confirms that automatic AI candidate scoring and recommendations are included on the $15 Professional plan. Some third-party roundups still say AI requires Enterprise, and that’s wrong. In our one-seat model it costs $180 a year, about one-twentieth of Workable’s price for a similar feature list.

The limits are simple. Professional allows 15 open jobs and 10,000 candidates and has no workflow automations. Upgrade to Enterprise ($35) only if you hit one of those limits. The AI Interviewer is a separate add-on, and Manatal doesn’t publish its price.

Legal exposure asked whether the AI scores applicants, and whether the vendor explains or limits that scoring. Do small businesses need a bias audit to use AI recruiting tools?

It depends on where your applicants are and what the AI does. New York City requires an annual independent audit and 10 business days’ notice when an automated tool substantially helps decide on people who’ve applied for NYC jobs. Illinois requires notice. The EU has pushed its AI Act hiring rules to December 2027. Tools that only take notes or source prospects are much lower risk. For your specific situation, check with an employment lawyer.

Is Manatal good enough for a small business, or will we outgrow it?
